The issue has been resolved and the service is operating normally.

We were experiencing cases of degraded performance for outgoing emails from Confluence, Jira Work Management, Jira Service Management, Jira, Trello, Atlassian Bitbucket, Guard, Jira Align, Jira Product Discovery, Atlas and Compass Cloud customers.
