Test domain resend.dev failing test emails

This incident has been resolved.

We have resolved the underlying issue, and sending test emails from [resend.dev](http://resend.dev) has resumed.

Performance degradation when sending test emails from the [resend.dev](http://resend.dev) domain, which is causing the API to return a validation error stating that the domain is not verified.
